Elm City Center is a nonprofit organization with offices at 1314 West Walnut In Jacksonville Illinois. We have been providing services to people with disabilities since 1959.

CARF is an independent, not-for-profit accrediting body whose mission is to promote the quality, value, and optimal outcomes of services through a consultative accreditation process that centers on enhancing the lives of the persons served. Founded in 1966 as the Commission on Accreditation of Rehabilitation Facilities, and now known as CARF, the accrediting body establishes consumer-focused standards to help organizations measure and improve the quality of their programs and services.

These are national standards for rehabilitation programs developed by other rehabilitation programs. The Illinois Department of Human Services has used CARF as a basic accreditation standard for many years. Certification allows groups like Elm City to achieve deemed status for basic business and service requirements that DHS may have. There are several other accreditation bodies such as JCAHO for healthcare organizations that also qualify.
